A national campaign is launched by the Háttér Társaság, an LGBTQ organization funded by Brussels. The so-called pseudo-civil organizations, previously generously financed by the network of George Soros, aim to organize awareness-raising events in Budapest and anywhere else in the country. The funds allocated for this purpose can be awarded through a grant application process, which even individuals can apply for.

Although certain parts of EU funding are still unavailable to Hungary, Brussels still provides funding for causes it deems important. One of the most well-known domestic LGBTQ organizations, the Háttér Társaság, now offers a grant of 500,000 forints to all applicants who would organize an LGBTQ awareness event in a location outside of the capital.

According to the organization’s website, the Háttér is financed by the European Union’s program Citizens, Equality, Rights, and Values (CERV) between 2023 and August 2025, as part of the Common Values program managed by the Ökotárs Foundation and its partners. The project to stand up for your rights, stand up for the community will be realized through roundtable discussions, conferences, and cultural events outside of Budapest, aiming to strengthen access to rights for LGBTQ individuals living outside the capital.

Interestingly, not only formal, registered LGBTQ organizations can apply for funding, but virtually anyone. The text states that even an “informal group” can apply, meaning that even groups of friends can apply. The deadline for submitting applications is August 31, 2024, and the winning project must be implemented between October 2024 and March 2025, with support and mentoring provided by the Háttér Társaság.

The Háttér Társaság is one of the oldest LGBTQ organizations in Hungary, active since the mid-1990s. Among their former funders are pseudo-civil organizations that have received funds from George Soros’ network, as well as the organizations of the billionaire speculator. Between 2016 and 2021, Soros and his associates transferred $200,000 to them. Additionally, the U.S. State Department also funds the Háttér.

The United States Agency for International Development (USAID) recently provided them with 5.2 million forints in funding. The USAID is known for interfering in the internal affairs of other countries through the infamous American secret service.

In recent times, Brussels has increasingly contributed to financing the Háttér Társaság. For example, as part of the Erasmus+ program, they received 12.5 million forints, which could be spent on their DragTivism project promoting trans culture.

One of the most influential domestic members of the international pseudo-civil network is the Ökotárs Foundation, whose primary role is to distribute foreign funds through grant competitions. Whether it is Soros money, funds from the Norwegian Civil Fund, or Brussels’ grants, Ökotárs regularly appears as a distributor of funds.

Anna Donáth, former MEP of the Momentum Movement, boasted in September 2023 that they fought for significant EU funds for domestic pseudo-civil organizations while the EU had blocked funds for Hungarian teachers’ salaries. The Ökotárs Foundation and the four-member consortium they lead received a mandate from Brussels to distribute 1.4 billion euros. These organizations are regular participants in anti-government protests.

Veronika Móra, the head of Ökotárs, stated in 2021 that they must stand against the Stop Soros! bill, which the Parliament passed to make organizations financed by the billionaire speculator more transparent.
