The majority of the money came from Democratic groups, who have funneled around $14.3 million to super PACs closely aligned with the party’s congressional leadership since the beginning of the year.
➢ The Senate Majority PAC, a super PAC linked to Senate Democratic leadership, reported an $8.8 million contribution from Majority Forward, the primary 501(c)(4) dark money group associated with Senate Democrats.
➢ As a tax-exempt 501(c)(4) nonprofit organization, Majority Forward is not required to disclose its donors, nor is politics supposed to be its primary purpose. However, IRS rules governing the tax-exempt status of these groups are rife with loopholes and exemptions.
➢ The House Majority Forward, the primary dark money group associated with House Democrats, poured an additional $5.6 million into contributions to the House Majority PAC. This constitutes over a quarter of the $20.7 million that the super PAC has raised since the start of the year.
➢ The 2023 contribution figures continue the trend of groups tied to congressional Democratic or Republican leadership consistently pouring more into federal elections than any other dark money group, and featuring among the top donors to super PACs in each election cycle.
➢ In the 2022 midterm elections, dark money groups linked to congressional Republicans and Democrats collectively funneled over $350 million from secret sources to the 2022 federal elections. Of this, over $295 million was in political contributions to super PACs, making up a significant portion of the $615 million reported by all federal political committees during the 2022 election cycle from dark money groups and shell companies. However, many dark money groups do not spend on ads during this period, thus shielding important details of their spending from voters.
▪ The actual amount spent on the 2022 midterm elections is likely even higher. Recently, based on CNN information, Index reported that one of the biggest donors to Joe Biden-supporting so-called dark money groups in 2022 was a nonprofit organization run by an artificial intelligence investor. According to this, the second largest donation in 2022 was given by a group led by James McClave and Emily Berger, a nonprofit arm of the Future Forward, a primary Super PAC supporting Biden. The nonprofit organization BEMC 4 Association – led by McClave and Berger – gave $7.2 million to Future Forward USA Action in 2022.
