The Ukrainian president has already announced his army’s readiness to defend post-war Europe, and also made serious statements about Putin.
On Wednesday, Ukrainian President Volodymyr Zelensky presented his Victory Plan consisting of five points and three secret annexes to the Verkhovna Rada, the Ukrainian parliament.
Zelensky stated that the implementation of the Peace Plan depends on Ukraine’s partners, not on Russia, as reported by Pravda and Kyivindependent.
The president presented what he called a “victory plan” to the parliament.
He stated that Russia is not seeking genuine peace, the leader of the aggressor state, Vladimir Putin, has gone crazy and wants war, and he personally will not change and will not listen to anyone else.
Therefore, Zelensky believes that Ukraine and its partners must change the circumstances together to end the war, forcing Russia into “peace.”
The proposal consists of five main points and three secret supplements, which were shared with international partners, but only the faction leaders of individual parties in Ukraine were briefed on them.
If the plan is supported, “we can end the war by next year,”
Zelensky announced in parliament; the meeting was attended by Chief Commander Oleksandr Syrskiy, military intelligence chief Kirillo Budanov, and Western diplomats.
The president stated that the “victory plan” aims to strengthen the country so that it is strong enough to end the war. “This plan is achievable. It depends on our partners. I emphasize: on our partners. Definitely not on Russia.” – he expressed.
Regarding the NATO membership invitation, Ukraine has been waiting for a response since September 2022, but has not received any signals. Zelensky was willing to negotiate, stating: “we understand that this is not the present, but the future”, but he believes that an invitation alone would show Putin that he has miscalculated.
The second point is about transferring the war to Russian territory, like during the Kursk incursion (which was not a good idea according to experts, see here). This would prevent the creation of possible “buffer zones” on Ukrainian territory.
To achieve this, Kiev also requests the lifting of restrictions on long-range strikes, more of such weapons, and direct support from the West to defend Ukrainian airspace.
Zelensky believes that further Western support will deter “the Russian population from their ‘war ideologies’.”
The third point relates to non-nuclear deterrence, the details of the package serving this purpose were not widely shared, but they were detailed with the leaders of the United States, the United Kingdom, Germany, France, and Italy.
The fourth part deals with Ukraine’s natural resources, utilizing uranium, titanium, and lithium, which could be the engine of economic growth – in this area, Ukraine offers a separate agreement on joint investments with the EU and the United States. There is also a classified section here… At the same time, it calls for the escalation of international sanctions against Russia.
And there is a bold proposal in the fifth point: Zelensky announced that after the war, Ukraine could strengthen NATO and the security of the European continent with its huge military potential, so after the war, American military contingents stationed here could be replaced by Ukrainian units.
However, if Putin achieves his “crazy geopolitical, military, ideological, and economic goals,” he can give the impression to other potential aggressors that aggression is worthwhile – warned the Ukrainian president, mentioning ally North Korea – emphasized the Ukrainian president.
